BioAzrael is the Angel of Death, a member of the Seraphim and an Archangel. However, she exists outside the order of the angels, set to her own task. Even when Lucifer rebelled and Heaven turned on itself, she stood apart from the others, never seeking a sword.
She collects the souls of the dead, though she is not a bringer of death. She takes the soul to three entities called the Judges. One places weights of the ills done by the soul in life on a silver scale while another places weights of the goods done by the soul in life on the other side of the scale. The third Judge studied the scale and pronounces judgment.
Azrael does not speak of Heaven or Hell, merely guiding the souls to the Judges.
